On December 11, the Office of Multifamily Housing published a Federal Register notice establishing operating cost adjustment factors (OCAFs) for project-based assistance contracts for eligible multifamily housing projects having an anniversary date on or after February 11, 2025. OCAFs are annual factors used to adjust section 8 rents renewed under section 515 or section 524 of the Multifamily Assisted Housing Reform and Affordability Act of 1997. These adjustments will also enable multifamily property owners to cover rising costs, such as escalating insurance rates, while maintaining affordability for residents.
HUD is also seeking public input on technical changes to its OCAF calculation method and invites interested persons to submit comments regarding changes. The deadline for public comment is January 10, 2025.
