Mr. Newman studied Electro-mechanical engineering while attending State University of New York at Alfred prior to developing his interest in the affordable housing industry. He was a Regional Manager for a Real Estate Development and Property Management firm in upstate New York, and in that role he was responsible for the Asset Management functions, as well as supervising all day-to-day aspects of the property management functions for a mixed portfolio of affordable, market-rate, luxury and military housing properties.

In the fall of 2000 Mr. Newman joined a National Consulting firm responsible for Performance-Based Contract Administration (PBCA) oversight to a large portfolio of Project-Based Section 8 properties in multiple states and spent the next seventeen years providing assistance in the oversight and management of all assigned tasks within the HUD PBCA program and assigned portfolios. In the Spring of 2018 he formed Property Management Consulting Services (PMCS, Inc.) and acquired the business assets of a nationally recognized affordable housing consulting, training and service bureau business located in Syracuse, NY.

Mr. Newman has over thirty years of experience in all areas of the affordable housing industry and property management. He is well versed in HUD’s Multi-family programs, the Section 42 Low-Income Housing Tax Credit (LIHTC) program, HUD’s Rental Assistance Demonstration (RAD) program and the Housing Choice Voucher (HCV) Program. He works closely with HUD HQ staff and industry stakeholders on TRACS and RAD Industry Working Group topics.

Mr. Newman is a Certified Occupancy Specialist (COS – National Center for Housing Management), Assisted Housing Manager (AHM – Quadel Consulting & Training), certified Maintenance Manager (CMM- National Center for Housing Management) and also has his Low-Income Housing Tax Credit Compliance Certification (TaCCs – Quadel Consulting Corporation).
